Who we are

A boutique regulatory compliance practice

Hiscock & Co is a boutique regulatory compliance practice, founded by Vierka Hiscock. We help organisations meet their regulatory obligations and run to a Good or Outstanding standard — using the same systems, policies and frameworks we use ourselves, never theory bought off a shelf.

Our work today is deepest in the care sector, where Vierka has held CQC registration since 2017. The practice is built on the parent-and-practice model used by established professional firms: care compliance is our first practice area, and it is designed to extend to other regulated sectors as we grow.

Working alongside Vierka is Dean Drake, our Commercial & Digital Transformation Partner, whose finance, ERP and governance expertise underpins both our Well-led care offer and our cross-sector work.

Vierka Hiscock

Founder

Vierka Hiscock is the founder of Hiscock & Co. She has worked as a Registered Manager since 2009, and has been the owner and Managing Director of Care Horizons Ltd — the CQC-registered care provider — since 2017. Vierka has built and turned around services across domiciliary care, supported living and live-in care, achieving a CQC Good rating, ISO 9001 and ISO 45001 certifications, and a 95% staff retention rate.

Vierka is featured in King Charles III's 75th Birthday Commemorative Album and the Platinum Jubilee Pageant Album. She serves as a judge for the National Women Award UK and the SME Awards UK. Her background also includes accountancy and business management training in Slovakia, giving her an unusual combination of operational, financial and regulatory expertise that translates beyond the care sector into general business turnaround and growth.

Vierka founded Hiscock & Co to put the same tools, policies, frameworks and operational discipline she uses in her own service into the hands of other UK care providers and business owners. She works closely with Dean Drake, the consultancy's Commercial & Digital Transformation Partner, on engagements requiring finance, governance or transformation expertise.

Dean Drake is Hiscock & Co's Commercial & Digital Transformation Partner, working alongside Vierka on consultancy engagements requiring finance, ERP, governance or business transformation expertise. He brings 33 years of accountancy, finance and transformation experience across public and private sectors, including local government, large-scale shared services programmes, and complex commercial environments where high-accountability, high-stakes change is the norm.

Dean is a certified consultant in UNIT4 Business World (Record to Report and Finance), Sage X3 (Financials), and Acumatica, with deep expertise in financial controls, procurement, governance reporting, and end-to-end transformation delivery. He has led full project lifecycles from discovery and solution design through build, testing, deployment and adoption — ensuring improvements are embedded and sustainable rather than theoretical.

Working alongside Vierka, Dean focuses on the commercial and operational foundations that allow care providers to thrive under regulatory pressure: improving financial controls, strengthening audit trails, streamlining procurement, and building leadership-ready reporting that supports the Well-led domain of CQC inspection. Beyond the care sector, Dean leads delivery on our cross-sector service line, supporting owner-led businesses with operational turnaround, finance and governance infrastructure, and transformation expertise.

Dean is known for translating complexity into clear actions, and for being a calm, client-facing professional who works collaboratively with leadership teams to implement practical solutions without disrupting day-to-day delivery.
